THOUSANDS of vulnerable children are being dumped in care homes hundreds of miles from home – then abused by sex attackers, a report has found.

Children as young as 11, many of whom have been abused or neglected by their families, are "forgotten" by the care system, which leaves them stranded in residential homes, inspectors said.
The level of neglect was so great in some cases that young girls were placed in the same care homes as sex abusers.
In one case, a 15-year-old boy was having sex with a 13-year-old girl, who was already a victim of sexual exploitation. Sex videos of her were later found on his mobile.

An inspection by Her Majesty's Inspectorate of Probation found children were moved repeatedly around the country, leaving them unable to put down roots.
One teenager was relocated more than 30 times since coming into care at the age of three, including a placement that lasted 24 hours.
A third of children were put in a care home more than 100 miles away from where they were from, and nearly two-thirds were placed 50 miles away.
“Vulnerable and potentially dangerous” children placed in care outside their home area and supervised by youth offending teams face “extremely poor” futures, HMIP found.
A fifth of the children had themselves been a victim of crime while under supervision of the YOT.
Over half the children inspected had offended within the care environment.
Chief inspector of probation Liz Calderbank said that “shipping” children over 50 miles away makes offending “inevitable” in some cases.
